NDBC does not include the 0.02 Hz frequency in the FM 65 WAVEOB code. The FM 65 only contains 46 bands 2 through 47 listed in the table.

1 0.02 Hz is a noise band and not used in the calculations for WVHT, DPD, or APD.
2 For nondirectional spectrum. The directional spectrum stops at 0.35 Hz, Band 33.
